We have some people in our office running 2007LT and used to use the dview command. Boy were they bumming when they found out they removed dview!! To help them out, I searched this thread I took jaberwok's suggestion.

Use "test" to draw your circle, all is normal. Now, rotate the UCS about the Z-Axis by 45deg (UCS>Z>45) And use Test to draw your circle. WebStart by loading the LISP file, then type in the command ROV. Select text and/or mtext entities and press Enter. They will be rotated to zero (0) rotation relative to the current view.
